The Philippine Drug Enforcement Agency (PDEA) commended the China Customs for intercepting packages carrying drug contraband due for transport to the Philippines.

PDEA Director General Wilkins M Villanueva said that Shenzhen Customs provided information related to drug trafficking to PDEA International Cooperation and Foreign Affairs Service-Foreign Investigation and Intelligence Division (ICFAS-FIID) which sparked off numerous successful controlled delivery operations.

“PDEA promptly organized a controlled delivery team to thwart the smuggling attempt of the packages carrying illegal drugs, and arrest the senders and consignees,” Villanueva added.

Controlled Delivery is an investigative technique of allowing an unlawful or suspected consignment of any dangerous drug and/or controlled precursor and essential chemicals (CPEC), equipment or paraphernalia, or property believed to be derived directly or indirectly from any offense, to pass into, through or out of the country under the supervision of an authorized officer, with a view to gathering evidence to identify any person involved in any dangerous drugs related offense, or to facilitate prosecution of that offense.

On March 18, 2021, China Customs intercepted a transshipment parcel containing methamphetamine hydrochloride, or shabu, weighing 995.9596 grams worth ₱6.77 million hidden inside a book. Originating from South Africa, the package was bound for Cebu City.

On September 10, 2021, China Customs likewise intercepted a package carrying 985.8 grams of shabu worth ₱6.7 million stashed inside an electric airpot flask. The parcel’s country of origin and destination was Lilongwe, Malawi and Angeles City, respectively.

Meanwhile, Shenzhen Anti-Smuggling Bureau was able to intercept a drug-laden package declared as clothing from Cape Town, South Africa bound to be shipped to Hermosa, Bataan on November 26, 2021. Shenzhen Customs immediately tipped-off PDEA ICFAS about the drugs on route.

On December 1, 2021 at around 4:05 in the afternoon, joint operatives of PDEA Regional Office III (PDEA ROIII) Tarlac Provincial Office and Bataan Provincial Office; PDEA Clark Inter-Agency Drug Interdiction Task Group; and Tarlac Police, conducted a controlled delivery operation that led to the arrest of consignee Arlyne Gemzon y Ramos, a 44-year-old factory worker, in her residence in Barangay Mabuco, Hermosa, Bataan, and the confiscation of 387.5 grams of shabu, with an estimated street value of ₱2.6 million.

A case for violation of Section 4 (Importation of Dangerous Drugs), Article II of Republic Act 9165, or the “Comprehensive Dangerous Drugs Act of 2002”, was filed against Gemzon before the Office of the Provincial Prosecutor (OPP)-Bataan.

“We continue to nurture inter-country cooperation and partnership to address the pervasive problem of drug smuggling. We need all the intelligence support that we could muster from our neighboring countries to prevent the entry of illegal drugs using the country’s mail and parcel system,” the PDEA chief said.
