Combined drug law enforcement units confiscated a total of five hundred and eighty (580) kilograms of methamphetamine hydrochloride, or shabu, during successive anti-drug operations today, September 7, 2021.

PDEA Director General Wilkins M Villanueva said that the operations happened in Central Luzon, which resulted in the death of four (4) Chinese nationals and the arrest of three (3) others.The total street value of the seized shabu is more or less ₱3.944 Billion.

The big haul began with a buy-bust operation took place at around 11:30 in the morning in Noah's Place, Barangay Libertador, Candelaria, Zambales. This resulted in the death of suspects GAO Manzhu, 49; HONG Jianshe, 58; Eddie TAN, 60 all from Fujian, China and XU Youhua, 50 from Stanford Ville, Quezon City.

Villanueva said that Youhua XU is one of the biggest shabu importers in the Philippines and is part of a transnational drug trafficking organization. Evidence recovered were more or less five hundred (500) kilograms of shabu; four (4) firearms; one (1) Toyota Fortuner; four (4) mobile phones and two (2) Chinese passports.

A follow-up interdiction operation was conducted at around 4:00 in the afternoon in Tipo Exit, Barangay Tipo, Hermosa, Bataan which resulted in the arrest of three (3) suspects, namely QING Chang Zou alias Ricky CHOU, 37 from San Fernando Street, Binondo, Manila, a Chinese national from Fujian, China who was on board a Black Toyota Land Cruiser.

The other two (2) suspects were riding a Maroon Montero Sport and were identified as CAI Cai Bin alias James/Joseph Chua, 49, a Chinese national from Fujian; and LONGCAI Chang, 45, also a Chinese national from Hokkien. Both are residing in Dasmarinas Street, Binondo, Manila.

Recovered from their vehicles were more or less eighty (80) kilograms of shabu and two (2) mobile phones. DG Villanueva said that both these operations were under Case Operational Plan "Whisperer" which supervised by Asec. Gregorio R Pimentel, PDEA Deputy Director General for Operations and supported by the PDEA Intelligence and Investigation Service under Director Adrian G Alvarino.

He also commended the support of other participating operatives from the Philippine National Police Drug Enforcement Group (PDEG), AFP Joint Counterintelligence Task Force Noah, NICA, Bureau of Customs and the local Police. "This is a perfect example of inter-agency collaboration which resulted in a major blow to the supply chain of illegal drugs", Villanueva concluded.
