Three operating units of the Philippine Drug Enforcement Agency (PDEA) received monetary rewards amounting to ₱2,523,014.27 for meritorious anti-drug operations.

PDEA Director General Wilkins M. Villanueva personally handed the rewards to PDEA Regional Office-National Capital Region (PDEA RO-NCR), PDEA-Special Enforcement Service (PDEA-SES) and PDEA Regional Office III (PDEA RO III) in simple rites on June 7, 2021 at the PDEA National Headquarters in Quezon City.

The handing of cash rewards is under PDEA Operation: “Lawmen”, an incentive program for law enforcers or members of the anti-illegal drug units/teams or task forces, including the support unit/s after the conduct of meritorious anti-drug operations.

Classified as meritorious anti-drug operations are: successful arrest of the violator/s and seizure, confiscation or surrender of dangerous drugs, plant sources of dangerous drugs, and controlled precursors and essential chemicals (CPECs) in any part of the country, or seizure of high volume or quantity of the same made possible through the conduct of search warrant operation, buy-bust operation, eradication, interdiction, interception, controlled delivery operation, checkpoint, inspection or search and seizure in detention, jail, correctional or prison facility and other legitimate operations.

PDEA RO-NCR received the highest reward of ₱2,000,000.00 following a controlled delivery operation inside a popular fast food chain in Sumacab Sur, Maharlika corner General Tinio Extension, Cabanatuan City, Nueva Ecija on October 30, 2020 resulting in the confiscation of 240,156.63 grams of methamphetamine hydrochloride, or shabu, worth ₱1.63 billion and the arrest of two drug personalities.

A cash reward of ₱266,996.85 was also granted to PDEA RO-NCR after the conduct of an interdiction operation in Bureau of Customs Area, International Arrival area, NAIA Terminal 3, Pasay City on February 3, 2020 that led to the seizure of 3,938.88 grams of shabu worth ₱26.78 million and the arrest of one drug personality.

₱112,690.25 was likewise awarded to PDEA RO-NCR after the successful implementation of a search warrant in Guerrero Street, NSHA Village, BF Homes, Parañaque City on September 4, 2020 which resulted in the seizure of 5,244 pieces of ecstasy tablets, 6.3228 grams of marijuana seeds, 83.399 grams of marijuana leaves and substance worth ₱8.86 million and the arrest of one drug personality.

The amount of ₱59,272.42 was given to PDEA SES following a buy-bust operation in M.H. Del Pilar, Barangay Rizal, Makati City on June 23, 2020 that led to the seizure of 543.13 grams of shabu worth ₱3.69 million and the arrest of two drug personalities.

PDEA RO III received the reward of ₱84,054.75 after a buy-bust operation in a parking lot of a supermarket in ML Quezon Street, Barangay New Lower Bicutan, Taguig City on December 16, 2020 resulting in the confiscation of 998 grams of shabu, worth ₱6.78 million, and the arrest of two drug personalities.

Operation: “Lawmen” was institutionalized through Dangerous Drugs Board (DDB) Regulation Number 1, Series of 2016. The program is the counterpart of Operation: Private Eye (OPE) -- a reward and incentive scheme for civilian informants.

To deliberate and grant the claims of monetary rewards, a PDEA Operation: “Lawmen” Committee was created. The committee is a five-member panel composed of a Chairperson designated by the Head of Agency/Bureau/Office, the Head/Chief of Financial Management Service/Department of the Agency/Bureau/Office, and representatives from the business sector, academe and religious sector, who have proven themselves for integrity and probity.

“Top performers should be recognized and rewarded. This should promote a high-performance culture within the organization, thus increasing our overall productivity,” Villanueva said.
