PDEA RECOGNIZES PERSONNEL, OTHER LAW ENFORCEMENT AGENCIES FOR ANTI-DRUG AND ADMINISTRATIVE ACCOMPLISHMENTS
The Philippine Drug Enforcement Agency (PDEA) gave recognition to personnel and other law enforcement agencies for their successful anti-drug operations and administrative accomplishments.
The awardees included two PDEA officers, eight PDEA personnel, two regional offices, National Capital Region Police Office-Regional Anti-Illegal Drugs Special Operations Task Group (NCRPO-RAIDSOTG), Southern Police District Special Operations Unit Anti-Illegal Drugs Special Operations Task Group (SPD-SOU-AIDSOTG), Basco Police Station, Makati Central Post Office and New Bilibid Prison (NBP).
PDEA Director General Undersecretary Arturo G. Cacdac, Jr. personally presented the plaques of recognition and commendations to the awardees during the agency’s flag-raising ceremony on April 18, 2016 at the PDEA National Headquarters in Quezon City.
PDEA Assistant Secretary Abe L. Lemos, Deputy Director General for Operations, was cited for being the chairman of technical working group in crafting the Manual of Operations for the Investigation and Dismantling of Clandestine Laboratory designed to equip PDEA personnel with guidelines and information needed in the conduct of investigation and dismantling of clandestine laboratories.
Atty. Gil T. Pabilona, Director of Legal Prosecution Service was cited for his efforts and dedication in formulating the guidelines on the implementing rules and regulations (IRR) of Section 21 of Republic Act No. 9165 as amended by RA 10640 which took effect on July 21, 2015.
PDEA Regional Office-National Capital Region (PDEA RO-NCR) was cited for the arrest of Jon Silva y Reyes and the confiscation of approximately 1.044 kilograms of methamphetamine hydrochloride, commonly known as shabu, with an estimated value of P2.5 million on March 8, 2016, at the vicinity of Lot 1, Aldrin Street., Moonwalk, Phase 1, Parañaque City.
PDEA Cordillera Administrative Region (PDEA CAR) under Director Juvenal B. Azurin was given two recognitions for the successful conduct of marijuana eradication on February 27 to 29, 2016 and February 14 to March 1, 2016 in 59 plantation sites in sitios of Bakun, Tacadang, Aluling, Kibungan, Benguet which resulted in the destruction of 191,545 fully grown marijuana plants, 27,200 marijuana seedlings, 105,500 grams of dried marijuana plants, 5,000 grams of marijuana seeds, and 187,000 grams of marijuana stalks with a total estimated value of P100.69 million.
Eight PDEA personnel were cited for their various contributions to the agency: an Information Officer IV of the Preventive Education and Community Involvement Service (PECIS) was cited for the formulation of Memorandum Circular No: 2013-005 with subject: “Procedure for Accreditation of Non-Government Organizations (NGOs) as Partners of the PDEA which established the guidelines in accrediting NGOs to become active and trusted allies in promoting anti-drug advocacy; an Information Technology Officer II of Plans and Operations–Information Technology Management Division (POS-ITMD) and an Attorney IV of Legal and Prosecution Service (LPS) were cited for their successful completion of the requirements of the Department of Justice for the allocation of 252 computers under the medium Term Information and Communication Technology Harmonization Initiative (MITHI) Digitization Empowerment Fund (DigiE-Fund) to be used in the Case Monitoring System of the Legal and Prosecution Service; a project development officer, three planning officers of POS were cited for their hard work and commitment to duty as the personnel in-charge in the over-all operational data of the Agency and facilitating the conduct of National law Enforcement Coordinating Committee- Sub-Committee on Dangerous Drugs and Controlled Chemicals (NALECC-SCDDCC) regular meetings; and one intelligence officer of PDEA detention facility was cited for his initiative in conducting values formation activities and Bible study that uplifted the emotional and spiritual well-being of the PDEA detainees at Camp Bagong Diwa, Taguig City.
National Capital Region Police Office-Regional Anti-Illegal Drugs Special Operations Task Group (NCRPO-RAIDSOTG) under Police Chief Inspector Roberto A. Razon was cited for three successful buy-bust operations on March 9, 21 and 31, 2016. On March 9, a successful buy-bust operation was conducted by NCRPO-RAIDSOTG at the parking area of Max’s Restaurant along Magallanes, Makati City which resulted in the arrest of two Chinese nationals and a Filipina and the confiscation of 5.136 kilograms of shabu with an estimated value of P12.32 million. On March 21, a successful buy-bust operation was conducted by the Task Group in Green Meadows, Quezon City which resulted in the arrest of a Chinese national and a Filipino and the confiscation of 19.673 kilograms of shabu with an estimated value of P47.21 million. On March 31, the unit successfully conducted a buy-bust operation in front of Shopville and McDonalds at Viramall, Greenhills, San Juan City which resulted in the arrest of a Chinese national and the confiscation of 10 kilograms of shabu with an estimated value of P10 million.
Southern Police District Special Operations Unit-Anti-Illegal Drugs Special Operations Task Group (SPD-SOU-AIDSOTG) under Police Senior Inspector Jose Luis P. Aguirre was cited for two separate successful buy-bust operations on March 22, 2016: at the parking area in front of Networld Hotel, Roxas Boulevard, Pasay City which resulted in the arrest of two drug personalities and the confiscation of 9.779 kilograms of shabu with an estimated value of P23.47 million; and at the parking area of Blue Bay Walk, Pasay City which resulted in the arrest of a Chinese national and the confiscation of 31.55 kilograms of shabu with an estimated value of P75.73 million.
Police Chief Inspector Rodel C. Gervacio, Chief of Police, Basco Police Station, was cited for the successful anti-drug operation in Brgy. San Joaquin, Basco, Batanes on March 16, 2016, which resulted in the arrest of one drug personality and the confiscation of 1.2 kilograms of shabu with an estimated value of P3.6 million.
Makati City Central Post Office under Glenn V. Granados, Postmaster, was cited for the successful joint anti-drug operation with Bureau of Customs Anti-Illegal Drug Task Force and PDEA RO-NCR which resulted in the confiscation of 507 tablets of ecstasy.
The New Bilibid Prison represented by Senior Superintendent Richard W. Schwarzkopf Jr. was cited for the successful implementation of “Oplan Galugad”, a search and seizure operation at Dorm A, Maximum Security Compound which resulted in the confiscation of one kilogram of shabu with an estimated value of P2.4 million.
“The commitment and strong sense of determination demonstrated by our PDEA regional offices, officers, personnel and other anti-drug law enforcement units are concrete proof of cooperation in the fight to suppress the supply of illegal drugs in the country,” Cacdac said.
