PROVINCIAL ANTI-DRUG ABUSE COUNCIL OF LAGUNA
2017 LAGUNA ANTI-DRUG SUMMIT
FEBRUARY 22, 2017
CULTURAL CENTER, CAPITOL COMPOUND,
STA CRUZ, PROVINCE OF LAGUNA
Honorable Ramil l Hernandez, Governor and Chairman of Provincial Anti-Drug Abuse Council, the Department of the Interior and Local Government, to all guests, participants, fellow drug busters, ladies and gentlemen.
At the start of this program, we sung as we watched our flag rise. Each color represents the people, which remind me of how our forefathers “fought together” for our independence.
In our present time, we are still fighting together, a different cause, but with the same objective, to become independent, to become free from the evils of dangerous drugs.
We have heard stories about separation among family members, as well as rapid increase of crimes particularly crimes against person and property, and most of it if not all point to one direction, substance abuse. Methamphetamine hydrochloride, marijuana, ecstasy and the likes.
The youngest drug user recorded by the Dangerous Drugs Board is 10 while the oldest 69 years old. They were among the other 138,136 patients enrolled in the community based rehabilitation.
Following the recent deactivation of all anti-drug units of the Philippine National Police (PNP), as stated by the Director General Isidro S Lapeña, “PDEA will make adjustments in filling the gap left behind by the PNP by tapping other government agencies and the barangays as force multipliers to help in the national anti-drug campaign as provided by law.”
With the active participation of the Department of the Interior and Local Government, with the anti-drug campaign, “Masa Masid Program” (Mamamayang ayaw sa anomalya, Mamamayang ayaw sa iligal na droga) and the DDB Regulation No. 2 series of 2007 otherwise known as the Revised Guidelines on the Conduct of Barangay Drug Clearing Operation in which the local government particularly the barangays, have been empowered to implement and formulate programs of the national government, not to mention the call of the PDEA Director General to create Anti-Drug Abuse Councils nationwide, PDEA is sure that we have a partner in this battle.
Also, the presence of civil societies often been called as Non-Government Organizations, those groups which have been formed to raise one voice on social issues, they act as advocates, and these are the same people we need in this campaign.
