OFFICE OF THE DIRECTOR GENERAL (ODG)
Responsible for the general administration and management of PDEA. Direct and control the utilization of the Agency’s resources for the accomplishment of its mission in accordance with RA 9165.
A. Internal Audit Division
Conduct appraisal of the management control systems of PDEA such as its staffing, manpower, work methods and procedures; review of internal control systems for safeguarding money and property.
OFFICE OF THE DIRECTOR GENERAL FOR ADMINISTRATION
OFFICE OF THE DEPUTY DIRECTOR GENERAL FOR ADMINISTRATION (ODDGA)
Assist the Director General in the general supervision of the various administrative functions of the Agency.
A. ADMINISTRATIVE AND HUMAN RESOURCE SERVICE
1. General Service Division
Provide general administrative, personnel administration, and records management services.
2. Human Resource and Records Management Division
Formulate policies and develop plans on recruitment, selection and placement, employee welfare/ benefits and management records.
B. FINANCIAL MANAGEMENT DIVISION
Provide financial services, including preparation of the annual budget, work and financial plans, disbursement of funds, management of expenditures, implementation of accounting policies.
1. Budget Division
Prepare the budget of PDEA in accordance with existing fiscal policies and reports on obligations, status of funds and operations.
2. Fiscal and Accounting
Record and account financial transactions; analyze and reconcile accounts as well as its reporting.
C. LOGISTIC MANAGEMENT SERVICE
Prepare plans and programs on procurement, allocation and distribution of supplies and materials; supervise material management of logistical resources, warehousing activities and material disposition; and provide support services to the Bids and Awards Committee (BAC).
1. Procurement Division
Provide services on the acquisition of equipment, supplies and materials in accordance with established plans and policies; and support the BAC and ensure the implementation of standards on procurement set under RA 9184.
2. Supply Management Division
Allocate and distribute supplies and materials and monitor its utilization as well as the operational status of all equipments; maintain a warehouse for safekeeping and custody.
D. INTERNAL AFFAIRS SERVICE
Conduct inspection and investigation on complaints against PDEA agents and impose corresponding sanctions and penalties; instill discipline and conduct lifestyle checks.
1. Pre-Charge and Prosecution Division
Review and evaluate reports submitted against erring PDEA personnel in the performance of their official functions. Conduct pre-charge investigation and make recommendation on whether to file appropriate charges against erring PDEA personnel.
2. Summary Hearing Division
Conduct administrative summary hearings on cases arising from violations of laws, office rules and regulations against PDEA personnel. Prepare decisions, rulings or opinions on cases brought before it.
E. PDEA Academy
Recruit and train all PDEA Agents.
1. Administrative Division
Provide services on personnel, housekeeping, records, supply and disbursements.
2. Academic Affairs Division
Formulate programs of instructions on basic and specialized anti-drug training courses; prepare, review, evaluate instruction materials; develop physical and mental skills of students.

OFFICE OF THE DEPUTY DIRECTOR GENERAL FOR OPERATIONS (ODDGO)
Assist the Director General in the general supervision of the various operational functions of the Agency.
A. INTELLIGENCE AND INVESTIGATION SERVICE
Formulate strategies and programs to support the PDEA intelligence efforts on drug law enforcement and effective management of all drug investigation activities.
1. Intelligence Operations Division
Oversee and supervise the implementation of intelligence plans and programs. The intelligence is a result of evaluated, analyzed, and interpreted information.
2. Counter-Intelligence and Security Division
Supervise the implementation of all counter-intelligence and security plans and programs to protect the PDEA against espionage, subversion of its personnel and sabotage of key installation and facilities.
3. Information Analysis Division
Establish and maintain a drug information system that shall promote information sharing among operating units of PDEA in the national and regional level.
4. Investigation Division
Conduct investigation of all sensational illicit drug cases, monitor and maintain progress charts. Investigate possible money laundering activities of drug syndicates/personalities.
5. Laboratory
Provide scientific method of examination of dangerous drugs, precursor and essential chemicals through examination of evidence; give expert opinion in court.
a. Examination Division
Conduct quantitative and qualitative determinations of abused drugs; conduct chemical examination of specimens for the presence of dangerous drugs; testify and give expert opinion in courts; examine urine sample for presence of abused drugs.
b. Documentation and Evidence Division
Take custody of all dangerous drugs and/or controlled precursors and essential chemicals seized, confiscated or surrendered to any, national/ provincial or local law enforcement agency, if no longer needed for purposes of evidence in court; take custody of non-drug evidence and keep its updated inventory.
c. Special Research Division
Pursue research on information regarding illegal drugs and precursors; draw clues about their origin, manufacturer and destination.
B. PLANS AND OPERATIONS SERVICE
Plan, direct, control, coordinate and supervise PDEA operations and integrate support activities; prepare and issue anti-drug operational plans, programs, orders, directives and guidelines and monitor implementation thereof; formulate IT policies and standards; review the force development of PDEA.
1. Plans and Programs Division
Formulate and supervise the implementation of anti-drug operational plans, programs policies and projects; prepare anti-drug strategic plans; conduct studies on the organizational and force development of PDEA.
2. Operations Management Division
Conduct inspection of PDEA offices to analyze and assess their performances; monitor the actual progress of the implementation of the operational plans to determine effectiveness of the anti-drug programs; consolidate and maintain progress reports.
3. Information Technology Management Division
Formulate information technology development plan, including its maintenance; provide data preparation services for manual data processing.
4. National Operations Center
Serve as the central nerve of PDEA maintaining 24-hour telephone, e-message and website hotlines; coordinate with PDEA national and field offices for the expeditious dissemination of compliance with instructions; receive Pre-Operation Reports (PORs) submitted by operating units prior to the conduct of anti-drug operation and issue corresponding Certificate of Coordination (COCs). The processed PORs and COCs are required by court to be presented during court hearings.
5. Special Enforcement
Serve as the Special Action Force of PDEA, which work in teams, ready for dispatch anytime. Same could be deployed anywhere, anytime to support ROs. Dismantle transnational drug syndicates operating in the country. Tail each of these drug syndicate members en route to different destinations.
a. Special Enforcement Division (6 Divisions)
Dismantle local drug syndicates, clandestine laboratories and chemical warehouses, and neutralize drug personalities operating in the regions.
6. K-9
a. Conduct anti-drug sweeping search during search warrant, interdiction, check point operations of government agencies, as directed.
b. Conduct continuous sniffing exercise/ training together with his assigned sniffing dog.
c. Responsible for the safety and security of his assigned sniffing dog.
d. Monitor and maintain the good health and condition of the dog.
e. Maintain records regarding the dog’s history, capabilities, intake of medicine/vitamins, etc.
C. LEGAL AND PROSECUTION SERVICE
Responsible for legal works of the Agency. Act as the principal counsel of PDEA Agents in suits filed by arrested suspects/drug offenders; monitor the status and progress of dangerous drug cases.
1. Legal Affairs and Assistance Division
Serve as counsel to agents facing harassment charges and prepare legal documents relative to such cases.
2. Prosecution and Case Monitoring Division
Monitor the status and progress of dangerous drug cases; monitor cases, appear before the courts and coordinate with prosecutors; file appropriate charges against erring witnesses; maintain a database of all drug cases.
3. Legal Research and Evaluation Division
Conduct researches in aid of improving prosecution of drug offenders; analyze and evaluate latest jurisprudence and legalities concerning drug law enforcement; compile all decisions, issuances and other legal documents.
D. COMPLIANCE SERVICE
Issue licenses or permits for the legitimate acquisition and use of dangerous drugs and controlled precursors and essential chemicals and monitor related activities.
1. Licensing and Records Division
Process and document applications for registration, import and export permits and licenses; conduct security survey on prospective establishment which will engage in storing, manufacturing, repacking of dangerous drugs; establish code of ethics among the pharmaceutical/ chemical companies; analyze and evaluate periodic/ reports on transaction of dangerous drugs; confirm/ validate the arrival/ export of precursors and essential chemicals.
2. Compliance and Investigation Division
Monitor the movement of DDs from port of entry to end users; conduct compliance inspection to importers, exporters, manufacturers, distributors etc.; investigate and prosecute cases on registered handler found violating RA 9165; establish and maintain effective networking with local agencies and international organizations.
E. INTERNATIONAL COOPERATION AND FOREIGN AFFAIRS SERVICE
Formulate plans and policies in the promotion of cordial and cooperative relationship with Drug Law Enforcement Agencies of other countries; serve as the primary channel of communication and point of contact with international organizations, foreign government/embassies on matters pertaining to illegal drugs; supervise the arrangement of intelligence and information exchanges and technical cooperation on drug threat groups abroad.
F. PREVENTIVE EDUCATION AND COMMUNITY INVOLVEMENT SERVICE
Formulate, develop, and enforce plans and projects that will enlist the support and cooperation of the NGOs, LGUs, Private Sector on the national campaign against the proliferation of illegal drugs in the country.
1. Preventive Education and Community Involvement Division
Conduct lectures, symposia, seminars training on drug awareness program in consonance with the PDEAs demand reduction campaign; formulate and implement programs of instruction.
2. Public Assistance Center
Render assistance to parents/guardians of drug dependents for their commitment to rehabilitation centers; prepare required documents.

Implement anti-drug policies, programs and projects.
Conduct anti-drug operations, neutralize drug personalities, file cases of arrested personalities, conduct casing and surveillance operations and information campaign.
Monitor all the activities of drug personalities listed in the watch list within the region and report progress to the national office; monitor the status of drug cases.
