Combined operatives of the Philippine Drug Enforcement Agency (PDEA) and local police arrested four suspects in possession of dried marijuana leaves during a music and arts festival in Puerto Galera.
PDEA Director General Isidro S. Lapeña identified the suspects as Remar Nieva, 28 years old, a resident of West Washington Drive, Legaspi City, Albay; Charles Maurice, 33, a US citizen, of Pasig City; Ron Earvin Dungca, 28, a businessman from Angeles City; and Patricia Rodulfa, 23, a resident of San Fernando City, Pampanga.
On March 10, 2017 at about 9:45 in the evening, joint elements of PDEA Regional Office 4B (PDEA RO4B) under Atty. Jacquelyn de Guzman, PDEA RO4B K9 unit, Puerto Galera Municipal Police Station-Tourist Police Unit and Regional Public Safety Battalion (RPSB) 4B nabbed Nieva after he was caught in possession one bottle containing suspected dried marijuana leaves, weighing more or less 19 grams worth P1,900 and drug paraphernalia during the Malasimbo Music and Arts Festival in Barangay Balatero, Puerto Galera, Oriental Mindoro.
Appropriate cases for violation of Section 11 (Possession of Dangerous Drugs) and Section 12 (Possession of Drug Paraphernalia), Article II, of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, are being prepared for filing in court against Nieva.
A day after, the same operating unit conducted a casing and surveillance operation that led to the arrest of Maurice after he was seen smoking marijuana in the concert grounds of the festival, at around 10:00 in the evening.
Seized from Maurice were one marijuana stick and ziplock plastic containing crushed dried marijuana leaves, weighing approximately one gram worth P4,900.
During the inventory of confiscated evidence, one of Maurice’s companions was convincing PDEA RO4B agents to talk to a certain Col. Carlos Gadapan, who identified himself as a former PDEA officer, on the phone.
It was also found out that the supposed Gadapan even called PDEA 4B hotline numbers to insist that Maurice is not a drug personality.
Maurice will be charged for violation of Sections 11 and 13 (Possession of Dangerous Drugs During Parties, Social Gatherings, or Meetings), of the anti-drug law.
Two days after, Dungca and Rodulfa were also taken into custody after they were seen smoking marijuana during the festival. Seized from them were two marijuana sticks, weighing a total of one gram worth P4,900.
Dungca and Rodulfa will be facing charges for violation of Section15 (Use of Dangerous Drugs) of RA 9165.
