An employee of the Department of Health and his cohort were arrested in Tacloban City after selling methamphetamine hydrochloride or shabu, to a poseur-buyer on March 12, 2017.

Philippine Drug Enforcement Agency (PDEA) Director General Isidro S. Lapeña identified the suspects as Caesar Jim Obillo y Ablates, 34 years old, a radiologic technologist assigned at the DOH Schistosomiasis Control and Research Center in Tacloban City and a resident of Santa Cruz, Quinapondan, Eastern Samar; and his cohort Randy Borja y Cabalan, alias Ronron, 25, a trisikad/padyak driver, of District I, Poblacion, Jaro, Leyte.

At around 2:45 in the afternoon, combined elements of PDEA Regional Office 8 (PDEA RO8) under Director Edgar Jubay and Counter Intelligence Anti-Illegal Drugs Task Force, 8th MIB, Philippine Army arrested Obillo and Borja during an entrapment operation in Barangay Marasbaras, Tacloban City.

Seized from the duo were two plastic sachets containing suspected shabu, weighing more or less 0.5 gram, with an estimated street value P4,000.

Cases for violation of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of Republic Act 9165, are being prepared for filing in court against Obillo and Borja. They are presently detained at PDEA RO8 jail facility.

An hour later, the same operating unit arrested Bobby Celmar y Manzanares, alias Bolontoy, 34, a welder; Melbert Ian Labarda y Agullo, 35; and Israel Manzanares y Pena, alias Botchokoy, both tricycle drivers, in separate buy-bust operations in Barangay 109, V@G Subdivision, Tacloban City.

Confiscated from them were a total of three plastic sachets of suspected shabu, weighing approximately 0.18 gram worth P1,500 and assorted drug paraphernalia.

They will be charged for violation of Sections 5, 11 and 12 (Possession of Drug Paraphernalia) of the anti-drug law.
